Each year, the city's budget for the following year is developed at city council work sessions in August and September. The PRELIMINARY budget and tax levy are approved at the September council meeting. Once the preliminary tax levy has been approved, it can decrease, but it cannot increase. The FINAL budget and tax levy are approved at the December council meeting. Greenwood property owners are welcome to speak regarding the budget at any regular council meeting.
